What can Warminster contribute to Cameron's Big Society?

David Cameron has made a speech urging local communities to say what they think would improve their areas and suggesting volunteers come forward with ideas. Warminster is well known, like many other local communities, for having a huge resource of volunteers who keep our local amenities going, from the Athenaeum to the Wessex MS Therapy Centre from the Information Centre to the many staff in our charity shops.

The Wessex MS Therapy Centre is just one of many organisations in Warminster which is kept going by volunteers.
It sounds as though David Cameron is looking to expand on this goodwill. "Everyone was aware of the "great work" that volunteers were already
doing in communities up and down the country, he said, and it was his
ambition to simply expand this" - see http://www.bbc.co.uk/news/uk-10680062
David Cameron says he is looking for forward thinking, entrepreneurial people and communities to come forward with ideas. "If you want to improve your area, don't just think about it, tell us what you want to do and we will give you the tools."
Is this really practical for Warminster or any other town? - where is the channel for these ideas? We have an administration system in place for local amenities - is he suggesting the volunteers and entrepreneurs take over?

I'm sure there are plenty of people in or around Warminster that have ideas how to improve services, and many more who might be prepared to "chip in" and help...I think in essence people do believe "what goes around, come around" and maybe Warminster could put itself on the map as a town that embraces these ideals...but as you say, what is the channel for these thoughts and suggestions?
